A typical case
A buyer you have not worked with before wants forty H100 servers. The paperwork is clean. The company is real. The end-use statement says "internal AI research". Your list-screening tool returns no hits.
None of that tells you who owns the buyer, whether the stated facility can house forty servers, why a company that size needs that much compute, or whether the shipping address matches anything the buyer has ever said publicly.
Those are the questions the regulator's red-flag guidance tells you to ask. ClearEndUse asks them, documents the answers, and tells you what they add up to.

You send us the buyer.
Company name, contact, and the transaction outline. Takes five minutes.
Step 2
The buyer completes our questionnaire.
A structured form covering corporate identity, ownership, facility, end use, end users, and a regulatory attestation. Modelled on the questions in published BIS guidance. Most buyers complete it in under an hour. A buyer who will not complete it has told you something.
Step 3
We screen, map and test.
- Every named party screened against the Entity List, Denied Persons List, Unverified List, Military End-User List, OFAC SDN and consolidated allied lists.
- Beneficial ownership traced through corporate registries to the controlling natural persons.
- Facility and end use checked for plausibility: address, power, footprint, public footprint of the company.
- Each published diversion red flag tested and answered.
Step 4
You receive the file.
Within 48 hours of the completed questionnaire. Edge cases that need human judgement are flagged and reviewed by a person before the file is released.

ClearEndUse's buyer vetting file is a record of diligence performed on a stated date against stated sources. It is not a licence determination, a legal opinion, or a guarantee that a transaction complies with the EAR. Where a licence may be required, we say so and refer you to counsel.
